SITE NOTICE
LARGE SCALE RESIDENTIAL DEVELOPMENT
Cairn Homes Montrose Limited intend to apply for Permission for a Large-Scale Residential Development (LRD) at this site, which previously formed part of the overall RTÉ Campus at Montrose, Donnybrook, Dublin 4. The site is located within the Simmonscourt Townland. The site is bounded by the Stillorgan Road (R138), 4A Stillorgan Road, ‘Belville Mews’, ‘Belville Lodge’, ‘Belville House’ to the west and south-west; RTE Campus to the south-east and east; Ailesbury Close and ‘Belville’ to the north-west; and ‘Danesfield’ and ‘Danesfield Lodge’, Seaview Terrace, ‘Ailesbury Court’, and properties along Ailesbury Road to the north and north-east. Mount Errol, a designated protected structure (RPS 7846) is located within the site.
The proposed development will amend permitted Large Scale Residential Development (LRD) ACP Reg. Ref.: 315488-23 and DCC Ref LRD 6003/22-S3. It will consist of alterations to permitted Blocks 1, 2, 3, 4, 6, 7, 8 and 9 along with the permitted basement.
The amendments proposed will reduce the total number of permitted residential units by 98, along with an associated reduction in internal residential amenity space, resulting in an overall total of 510 no apartment units now proposed. The revised residential mix will comprise 8 no. Studios; 125 no. 1-beds, 326 no. 2-beds and 51 no. 3-bed apartments.
Alterations will include the following:
- Block 1 will provide 20 no. apartments (9 less than permitted) and will range in height from 4-5 storeys (as permitted).
- Blocks 2, 3, and 4 will each provide 51 no. apartments (25 less per block than permitted) and will range in height from 5-8 storeys (as permitted).
- Block 6 will provide 37 no. apartments (1 additional unit than permitted) and will range in height from 4-6 storeys (as permitted).
- Blocks 7 and 8 will each provide 98 no. apartments (5 less per block than permitted) and will range in height from 6-10 storeys (as permitted).
- Block 9 will provide 89 no. apartments (5 less than permitted) and will range in height from 6-10 storeys (as permitted). The permitted creche in Block 9 will reduce to c.406 sq.m gross (accommodating the same number of children as permitted).
In addition, it is also proposed to omit Conditions 7 and 8 of the parent permission (ACP Reg. Ref.: 315488-23) relating to the Build to Rent (BTR) covenants from all units.
There is no change to the proposed building height or general scale and massing of blocks 1 – 4 and 6 – 9, however the footprint of some of the buildings will be altered slightly to accommodate the changes described above. There are also amendments to the design of the permitted elevations to reflect these changes along with proposed alternative elevational treatments and materials.
The revised basement will include internal alterations to the permitted bin, bicycle and car parking layouts in order to accommodate the relocation of residential bicycle stores to basement level adjacent to residential cores (with the exception of Block 6).
It is also proposed to replace the permitted internal vehicular route to the north of Mount Errol and permitted Block 1 with access for pedestrians and cyclists only. It is also proposed to maintain the existing boundary wall with the Stillorgan Road (R138), close up the 4 no. existing entrances and create 4 no. new pedestrian entrances.
All associated works to accommodate the proposed changes, including alterations to permitted open spaces, internal roads and paths, waste management, visitor cycle parking, ESB Substation locations and associated ancillary works.
The remainder of the permitted development, including the main development accesses (from Ailesbury Close and Stillorgan Road), site services, Block 10, Mount Errol, and all other works will be delivered as permitted under ACP Reg. Ref.: 315488-23 and DCC Ref LRD 6003/22-S3. There are no proposed amendments to these areas as part of this request.

The Planning Application, and Natura Impact Statement may be inspected or purchased at a fee not exceeding the reasonable cost of making a copy, at the offices of Dublin City Council, Planning Department, Block 4, Ground Floor, Civic Offices, Wood Quay, Dublin 8 during its public opening hours (9.00a.m.-4.30p.m.) or on Dublin City Council Website: www.dublincity.ie.
A submission or observation in relation to the application may be made in writing to the planning authority on payment of the prescribed fee (€20.00) within the period of 5 weeks beginning on the date of receipt by the authority of the application, and such submissions or observations will be considered by the planning authority in making a decision on the application. The planning authority may grant permission subject to or without conditions, or may refuse to grant permission.
